January 15, 2026, where he was summoned to explain his position regarding the disputed footage.
Mann's Clarification: CM Bhagwant Mann reiterated that the individual in the controversial video was not him. He claimed that a frame-by-frame technical analysis by two independent forensic laboratories outside the state had confirmed that the individual in the video did not resemble him.
He stated that not a single one of the 1,191 frames examined matched his face from any angle — side profile, front profile, eyes, height, physique, or body structure — and that the reports clearly establish that someone used another individual to create the fake video with the specific intention of defaming him.
The "Mask/Actor" Angle: The CM said that someone used an actor to create the fake video with the intention of passing it off as Bhagwant Mann. He noted that "someone is acting like me, imitating me, styling his hair like mine and trying to resemble me."
Religious & Political Fallout: Akal Takht Jathedar Giani Kuldeep Singh Gargajj declared Bhagwant Mann "Guru Dokhi" (one who disrespects Gurus) and "Panth Virodhi" (anti-Panth). Mann called this "open political propaganda."
New Twist — Forensic Report Controversy: Gurugram Police arrested two individuals following a complaint by a forensic expert who alleged that senior Punjab Police officials had attempted to influence the preparation of a forensic report. The BJP alleged that forged official-looking clearance certificates were created under the banner of labs — "Cipher Sentinel Lab" and "Cyber Yaan Lab" — that investigators verified do not exist physically or hold any legal accreditation.
The controversy remains highly politically charged, with AAP defending Mann and the BJP and opposition alleging a cover-up. The matter is now also a criminal investigation in Gurugram.
