In a historic moment for India's maritime preparedness and domestic defense manufacturing ecosystem, Prime Minister Narendra Modi commissioned three state-of-the-art, indigenously designed and built

naval platforms into the Indian Navy on Sunday, June 21, 2026. The high-profile tri-commissioning ceremony, held at Kolkata's historic Syama Prasad Mookerjee Port, saw the simultaneous induction of INS Dunagiri, a stealth guided-missile frigate; INS Sanshodhak, a large-scale hydrographic survey vessel; and INS Agray, an anti-submarine warfare shallow-water craft.

The triple induction marks only the second time in recent naval history that three major platforms have been simultaneously commissioned into service, matching the milestone achieved in January 2025. Designed by the Indian Navy’s Warship Design Bureau (WDB) and constructed by Garden Reach Shipbuilders and Engineers (GRSE) in Kolkata, these three distinct vessels represent the multi-dimensional growth of the Indian Navy, spanning surface warfare, oceanographic research, and littoral defense.


From Buyer to Builder: The Vision of a Self-Reliant India

Addressing a gathering of top naval commanders, defense scientists, and shipbuilders, Prime Minister Modi emphasized that the expansion of India’s maritime capabilities is intrinsically linked to its trajectory toward becoming a fully developed nation (Viksit Bharat). The ceremony uniquely coincided with both the International Day of Yoga and World Hydrography Day.

"A country is truly powerful when it is Atmanirbhar (self-reliant)," the Prime Minister asserted. "Today, India no longer wishes to remain a mere buyer in the global defense market. We are rapidly transitioning into a major defense exporter and builder. No nation can emerge as a global superpower without robust maritime strength, as the seas are directly connected to our national economic growth, security, and global data networks."

The Prime Minister highlighted India’s explosive growth in the defense industrial sector, noting that prior to 2014, the nation's defense exports hovered around a modest ₹700 crore. In stark contrast, policy overhauls and infrastructure upgrades have driven domestic defense manufacturing and international exports to unprecedented heights, turning the maritime sector into a key job engine for the country.


Deep-Dive: Profiling the Triad of Maritime Power

The three commissioned ships reflect a balanced force-structuring approach, addressing separate operational pillars of the Indian Navy: surface dominance, sub-surface defense, and scientific mapping.

1. INS Dunagiri (The Combat Heavyweight)

As the fifth ship of the Nilgiri-class (Project 17A) stealth guided-missile frigates, INS Dunagiri represents the cutting edge of Indian surface warfare. Displacing 6,670 tonnes and measuring 149 meters in length, it dwarfs its legacy namesake—a steam-powered Leander-class frigate that retired in 2010.

  • Stealth Architecture: Built using advanced radar-absorbing materials and a low-signature hull design, Dunagiri significantly diminishes its radar, thermal, and acoustic visibility.

  • Lethal Weaponry: The frigate is packed with high-end offensive power, featuring BrahMos supersonic surface-to-surface missiles, the Medium Range Surface-to-Air Missile (MRSAM) system, and a 76 mm naval gun.

  • Propulsion: Utilizing a Combined Diesel or Gas (CODOG) propulsion system, the frigate is optimized for prolonged blue-water operations and rapid response missions across the broader Indo-Pacific.

2. INS Sanshodhak (The Sentinel of the Ocean Floor)

Commissioned fittingly on World Hydrography Day, INS Sanshodhak is the fourth and final vessel under the Sandhayak-class Large Survey Vessel project. With a displacement of roughly 3,300 tonnes, its role is pivotal for both military dominance and civil safety.

  • Advanced Mapping: The ship is equipped with state-of-the-art multi-beam echo sounders, side-scan sonars, and geophysical data collection units designed to create precise nautical charts.

  • Unmanned Capabilities: Crucially, Sanshodhak deploys Autonomous Underwater Vehicles (AUVs) and Remotely Operated Vehicles (ROVs) to map complex underwater topographies and identify deep-sea hazards or sub-surface installations.

3. INS Agray (The Shallow-Water Hunter)

Addressing the specialized requirement of protecting India's sprawling coastline and island territories, INS Agray is the fifth vessel under the 16-ship Arnala-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC) framework.

  • Littoral Superiority: Displacing 900 tonnes and measuring 77.6 meters, it is optimized to detect, track, and destroy enemy submarines operating in shallow littoral waters.

  • Propulsion & Armament: Driven by highly maneuverable waterjet propulsion systems to handle confined coastal channels, the craft features lightweight torpedoes, indigenously developed anti-submarine rocket launchers, and advanced low-frequency sonar arrays.


The MSME Engine and Economic Impact

A standout theme of the tri-commissioning ceremony was the massive industrial footprint underpinning the construction of these warships. According to Indian Navy data, all three platforms boast an indigenous content level exceeding 75%, a metric that was unthinkable two decades ago.

The construction pipeline directly integrated over 200 Micro, Small, and Medium Enterprises (MSMEs) from across India, creating thousands of skilled technical and engineering jobs. By relying heavily on domestic private suppliers for components ranging from specialized steel to advanced electrical ventilation and localized combat management systems, the Indian Navy is reinforcing a sustainable defense-industrial baseline.

Furthermore, the delivery timeline of INS Dunagiri highlights a sharp increase in industrial efficiency. GRSE delivered the warship in 80 months, down from the 93 months required for the project’s lead vessel, INS Nilgiri. This acceleration underscores the maturity of modular construction methodologies in Indian shipyards.


Strategic Context: Securing the Indo-Pacific

The triple induction takes place during heightened geopolitical focus on the Indian Ocean Region (IOR). With global trade networks heavily reliant on sea lines of communication and underwater data cables facing unprecedented security monitoring, the expansion of the Indian Navy is crucial.

INS Dunagiri is slated to join the Navy's Eastern Fleet based out of Visakhapatnam, directly expanding India's monitoring and deterrence footprint in the Bay of Bengal and stretching out toward the critical choke points of Southeast Asia.

Following the landmark induction of the indigenous aircraft carrier INS Vikrant and a wave of dual and triple commissioning events since early 2025, the Indian Navy is steadily moving toward its projected goal of a 200-ship force by 2035. This expansion underscores India's intent to remain a premier net security provider in the region, ensuring stability, free trade, and undisputed domain awareness across the seas.
