India's Small Towns Are Beating Its Big Cities

A quiet shift is reshaping India's clean energy map. While megacities like Mumbai and Delhi remain the country's economic powerhouses, it's smaller towns and semi-urban communities that are emerging

as the unexpected frontrunners in rooftop solar adoption — driven not by policy mandates alone, but by a structural advantage metros simply can't match: rooftops of their own.

The Simple Reason Small Towns Have the Edge

The core explanation is almost mundane: houses versus high-rises. Analysts at the Council on Energy, Environment and Water expect most rooftop solar interest to come from households in smaller towns, where independent houses with private roofs are the norm, unlike large metro areas dominated by high-rise apartment buildings whose residents don't control enough usable rooftop space to meet their own electricity needs.

That single structural difference has become the defining fault line in India's solar rollout. In a nation of nearly 1.5 billion people where urban housing increasingly means shared buildings and vertical development, small towns and semi-rural clusters retain exactly the kind of independent, owner-occupied housing stock that makes rooftop solar economically viable.

A National Push, With Smaller Towns Leading the Charge

The government's flagship PM Surya Ghar: Muft Bijli Yojana — the "Solar Home Free Electricity Program" — has become the single biggest catalyst behind the boom. Launched in February 2024 with a budget of roughly 750 billion rupees (about $9 billion), the scheme aims to bring subsidized rooftop solar to 10 million households, offering subsidies of up to ₹78,000 for residential systems.

The results have been dramatic. India's total rooftop solar capacity reached 25.7 gigawatts by early 2026, with 2.7 gigawatts added in just the first quarter — a 125% year-on-year jump. Residential rooftop installations alone accounted for nearly 82% of new additions during that period.

Industry analysts increasingly expect tier-2 and tier-3 cities, along with rural areas, to drive the next wave of this growth, with states like Maharashtra, Kerala, Uttar Pradesh and Madhya Pradesh — beyond early leader Gujarat — projected to add substantial residential rooftop capacity in the years ahead.

Ground-Level Proof: Varanasi and Greater Noida

Nowhere is the trend clearer than in Uttar Pradesh, India's most populous state, where local officials have used the state's PM Surya Ghar targets to drive a genuinely successful district-level rollout. In Varanasi, district administrators set a target of solarizing 75,000 households and built a control room to track weekly progress, paired with in-person outreach campaigns run alongside local electricity distribution companies. The approach has been highlighted as a blueprint other Indian states are now studying to replicate.

Individual households in the city tell a similar story of word-of-mouth momentum. One Varanasi resident, Santosh Malviya, said he installed a 4-kilowatt rooftop system after watching neighboring households cut their electricity bills — a decision that has since reduced his own monthly summer electricity costs to less than half of what he paid before.

That social ripple effect — homeowners adopting solar largely because they've watched it work for a neighbor — is showing up in smaller residential pockets nationwide. In Greater Noida, around 800 homes have reportedly achieved near-zero electricity bills using net metering, where surplus solar power fed back into the grid earns billing credits.

The Metro Bottleneck

By contrast, India's largest cities — despite far greater wealth, awareness, and grid infrastructure — continue to lag in per-household rooftop adoption. The challenge isn't demand; it's physical access to sufficient rooftop area. A typical urban apartment tower might house hundreds of families sharing a single limited roof, meaning even highly motivated residents often can't install a meaningfully sized system for their own use.

Community and shared-ownership models — including housing societies and apartment blocks co-investing in shared rooftop systems, along with emerging virtual and group net-metering arrangements — are being developed specifically to work around this limitation. But these models remain more complex to organize and finance than a single homeowner installing panels on their own roof, which continues to give small towns and semi-urban areas a practical head start.

Regional Disparities Remain Stark

The national picture is far from uniform. Gujarat and Maharashtra together now account for more installed rooftop solar capacity than the rest of the country combined, while large swaths of the east — including West Bengal and Odisha — have barely begun to scale up. Gujarat alone leads the nation, with 45% of registered consumers under the national scheme having actually completed installation, compared with 20% in Maharashtra.

That gap reflects deeper structural challenges facing India's rooftop solar ambitions. To hit the government's target of 10 million solarized households, the country needs to install roughly 400,000 rooftop systems every month through 2027 — a pace researchers at RMI note is far above where the program currently stands, with just over 5% of registered consumers nationally having completed installation so far. Financing remains a persistent barrier as well, since cost economics and loan eligibility still tend to favor wealthier, more creditworthy households over the middle- and lower-income consumers the scheme is designed to reach.

Tier-2 and Tier-3 Cities: The Next Frontier

Even within the "small town beats big city" narrative, there's an emerging tier structure. Mid-sized tier-2 cities — the layer just below India's largest metros — are projected to roughly double their rooftop installations to around 4 million households, aided by falling system costs, new leasing and rooftop-as-a-service financing models, and manufacturers increasingly building local service hubs to cut logistics costs in smaller markets.

Tier-3 towns and rural communities, meanwhile, face a different set of obstacles: fewer local installers, limited consumer awareness, and financing gaps that require more grassroots intervention — things like local-language outreach, ward-level help desks, and community financing pools rather than top-down subsidy alone.

A People-Led Energy Transition

What unites the success stories — from Varanasi's tracked, door-to-door rollout to Greater Noida's near-zero electricity bills — is that India's rooftop solar boom is increasingly being described by researchers not as a government-imposed mandate, but as a genuinely consumer-driven shift. As one CEEW analyst put it, the momentum increasingly resembles a people-led energy transition, powered as much by neighborly example and household economics as by subsidy checks.

For now, that transition is being written first on the rooftops of India's small towns — not its skylines.
