NEW DELHI — Addressing the high-profile 16th BRICS National Security Advisers' meeting under India's 2026 Chairship, Indian NSA Ajit Doval delivered a powerful assessment of global security, warning that traditional institutional mechanisms are failing to mitigate modern conflicts as the world enters a highly tumultuous era.

Speaking to top security officials—including Russian Security Council Secretary Sergey Shoigu, Chinese Foreign Minister Wang Yi, and Iranian Deputy Secretary Ghadir Nezamipour—Doval emphasized that global security architecture is struggling under the weight of compounding geopolitical strains and cutting-edge warfare.

He further emphasized a critical systemic failure: "Not only that the threats are compounding, but the instruments and institutional mechanisms are increasingly finding themselves to be inadequate to resolve or mitigate these conflicts. Multilateralism is on the decline."

A major focus of Doval's address was the evolution of security risks in an increasingly digitized world. He warned that traditional defensive measures are becoming obsolete against a new wave of borderless, heavily camouflaged threats.

• Advanced Cyber & Terror Networks: Highlighting innovative disruptive technologies, Doval pointed out that modern variants of terrorism and cyber warfare are highly camouflaged and pose active cross-border challenges.

• BRICS Agenda: The meeting specifically reviewed outcomes from the BRICS Joint Working Groups on Counter-Terrorism and the Security in the use of Information and Communication Technologies (ICTs).

Amid intense focus on regional stability, Doval welcomed the recent Memorandum of Understanding (MoU) reached between the United States and Iran, which has facilitated the opening of the strategic Strait of Hormuz.
