Citizenship Amendment Act (CAA)

 New Delhi: The Union Ministry of Home Affairs, headed by Amit Shah, has introduced fresh amendments to the rules linked to the Citizenship Amendment Act (CAA), making disclosure of passport details mandatory for certain applicants seeking Indian citizenship. 


The latest notification, issued under the amended Citizenship Rules, 2009, specifically applies to applicants from Pakistan, Afghanistan, and Bangladesh. 

Under the revised rules, applicants must now clearly declare whether they possess a valid or expired passport issued by any of the three neighbouring countries. If such a passport exists, complete details including passport number, place of issue, date of issue, and expiry date must be furnished during the citizenship application process. 

The amended framework also requires applicants holding these passports to provide an undertaking stating that the documents will be surrendered to the concerned authorities within fifteen days after approval of Indian citizenship. Officials in the Ministry have stated that the move is intended to strengthen procedural transparency and improve verification mechanisms under the CAA process. 

The Citizenship Amendment Act was originally passed in 2019 and later operationalised through rules notified in 2024. The law provides a pathway to Indian citizenship for persecuted Hindu, Sikh, Buddhist, Jain, Parsi, and Christian minorities who migrated from Pakistan, Afghanistan, and Bangladesh before the notified cut-off date. 

The latest amendment has once again triggered political debate, with supporters arguing that stricter documentation norms will help identify genuine applicants while preventing misuse of the citizenship process. Critics, however, are expected to raise concerns over additional compliance requirements and the broader implications surrounding the implementation of the CAA.
